Description

Burns & McDonnell is seeking a Project Manager for our Environmental Services Global Practice with a primary focus on Federal Energy Regulatory Commission (FERC) permitting, National Environmental Policy Act (NEPA) compliance, environmental studies, routing and siting, and regulatory strategy for interstate natural gas, liquids, LNG, hydrogen, carbon capture and sequestration (CCUS), electric transmission, renewable energy, and related energy infrastructure projects.

This position provides the opportunity to lead complex environmental permitting and compliance efforts for major energy infrastructure projects while supporting business development, client engagement, and staff mentorship within one of the industry's leading engineering and environmental consulting firms.

The successful candidate will have a demonstrated history of managing FERC-regulated projects, leading multidisciplinary teams, developing client relationships, overseeing project execution, and delivering high-quality technical and regulatory solutions.

Responsibilities
  • Lead FERC permitting, NEPA compliance, environmental studies, and regulatory strategy for energy infrastructure projects.
  • Manage project scope, schedule, budget, forecasting, and overall client satisfaction.
  • Lead multidisciplinary project teams and mentor junior staff.
  • Prepare and oversee routing and siting studies, alternatives analyses, environmental documentation, and permit application packages.
  • Manage preparation of FERC Resource Reports, Environmental Reports, Environmental Assessments (EAs), and Environmental Impact Statements (EISs).
  • Develop permitting strategies and coordinate agency consultation efforts with federal, state, and local regulatory agencies.
  • Support stakeholder engagement, public involvement, and landowner outreach activities associated with infrastructure development projects.
  • Support environmental compliance during construction, permit implementation, and post-authorization commitments.
  • Lead proposal development, cost estimating, and business development efforts.
  • Demonstrate sound technical judgment, problem-solving ability, and leadership in delivering successful project outcomes.
  • Perform other duties as assigned.

Qualifications
  • B.S. or M.S. in Environmental Science, Natural Resources, Planning, Environmental Engineering, or a related field from an accredited program.
  • Minimum 7 years of consulting experience supporting FERC-regulated pipeline or energy infrastructure projects, including project management, technical leadership, and client engagement.
  • Demonstrated experience managing preparation of FERC Resource Reports, Environmental Reports, EAs, EISs, and associated permit applications.
  • Experience supporting interstate natural gas pipelines, liquids pipelines, LNG facilities, hydrogen infrastructure, CCUS projects, electric transmission, renewable energy, or related energy infrastructure.
  • Demonstrated technical expertise in natural, cultural, or socioeconomic resource disciplines applicable to environmental permitting and infrastructure development.
  • Ability to effectively manage multidisciplinary teams and collaborate with clients, agencies, stakeholders, and the public.
  • Proven business development experience, including client relationship management, proposal development, backlog growth, and revenue generation.
  • Strong written, verbal, interpersonal, analytical, and problem-solving skills.
  • Working knowledge of GIS and experience supporting routing analyses and environmental constraints evaluations.
  • Existing industry relationships within the pipeline, midstream, LNG, hydrogen, CCUS, or broader energy infrastructure sectors are strongly preferred.
  • PMP, AICP, CEP, or similar professional certification preferred.
  • Proficiency with Microsoft Office Suite.

  • Federal Energy Regulatory Commission (FERC) permitting and environmental review processes.
  • Natural Gas Act (NGA) Section 7 certificate applications and related authorizations.
  • National Environmental Policy Act (NEPA) compliance and documentation.
  • Energy facility siting, routing, licensing, and environmental permitting.
  • Clean Water Act permitting and Section 401 Water Quality Certifications.
  • National Historic Preservation Act (NHPA) Section 106 compliance.
  • Endangered Species Act (ESA) consultation and compliance.
  • Environmental justice, stakeholder engagement, and public involvement processes.
  • Coordination with federal, state, tribal, and local regulatory agencies.
